Fortification in Foundation is divided into the categories of Light vs. Heavy, and Active vs. Passive. Some buildings (e.g. Bailiff's Office, Glass Smelter) need to be covered by a certain level of Fortification in order to function properly, and Houses must be covered by Light Fortification in order to reach tier 2 Density, and Heavy Fortification in order to reach tier 3.
